Of course I do, but at the end of the day, he's stated in his listing that this computer is powerful, and capable of running multiple programs at once without a problem, while also saying that with a dedicated graphics card, it will run games smoothly.
The truth is, it takes a long time to load up a simple application like paint, videos run badly (as in choppy) with a dedicated 1GB graphics card. For example, if you have youtube open and you try and open paint, the whole thing starts to almost slowly die before having one final huff to open it, and that's just with paint...
It came with a 3 months warranty, and on the listing it says he accepts returns.
To be honest I'm sure it catches lots of people who aren't that knowledgeable about computers out, when in the listing it states that it's powerful and can do etc etc. You believe them as you wish to buy it. He's using badly outdated CPUs to make a massive profit from the looks of it.
EDIT: He's offered to upgrade it to a Quad core for £40, is this worth it?.. I ask this as in the CPU hierarchy it says high end models only for the Fast Category.

Don't know what kinds of Quad Core it is but you have to overclock it to get playable frame rate
Notes : Even if you heavily overclock it , it still be no match for the G860 (Dolphin ofc)

I'd have to overclock it to play games like SA2B, Zelda WW and Luigis Mansion? I ask this because on my dual core 3.00GHz machine it can run SA2B at 4x IR with some Anti aliasing, with no overclocking at all. - And it runs really well.
You make your own decision then...
Phenom II , Core 2 duo , Core 2 Quad are oudated technology . I wouldn't recommend them at all

That's nothing to do with CPU , you must have a very fast graphic card to raise 4xIR + AA
And those games you mention above are not demanding at all . Seriously , even an i3/i5 @ 2.4GHz could make them run full speed

Well he doesn't seem to want to give me a refund, so tell me this, if I were to pay him for the quad core upgrade, would it be able to run those games I listed smoothly, even if they had to be of minimum settings?
Quad Core + Pentium 4's mobo = not a good idea
Unless he replace the mobo for you but then again , he would pick some crappy/cheap/2nd hand mobo ... Why ? Becauce 40$ is not enough for decent/new mobo alone , not mention about the CPU
btw , which quad core is it ? Q6600 , Q9500 ...?

I've asked him for the specs of the CPU but he hasn't come back to me, I'd much prefer a refund so I can go and get a higher spec PC instead of all this messing about.
To upgrade it, it would mean sending it back, waiting around and then getting it back, with the danger it could still be pretty poor.
This is getting beyond ridiculous now, he keeps saying how he could build be a machine with a good processor if 'I'm willing to pay the cost' he is constantly dodging the issue that this PC does not do what the listing claims it can do.
This is directly from the listing:

'Great for Home and Business use' - If it struggles under the pressure of casual Home use, what would it be like at work?
It can barely watch a video on it's own (nothing else open) - with a dedicated graphics card. And god help you if you try to open a simple application like paint or Word.
He also seems to think an Intel Core 2 Quad processor will fit this motherboard fine, and will work like a charm?
Of course they are going to say things like that, they want you to buy it.

Yeah of course, he wants me to spend even more money, even though it clearly says he accepts returns and it's not even past 2 weeks of its 3 month warranty.
He clearly knows that the PC is a poor build, but he's trying to get around that, I told him I'd be on a forum (obviously didn't name this forum) to get advice, and he said not to trust you guys as he's built over 500 computers and knows what he's talking about
