If you can afford, get the Noctua NH-D14 CPU cooler. This is really a beast!
My budget:30-100€(I'm an European so...)
The Noctua cooler costs about 65€

And what about cpu coolers in lower price classes like 20-40€?

Gelid Tranquillo Rev 2 (€26 here) would be your best bet. (If you can find it that is)
A Scythe Mugen B (eol though) does great too, but it's slightly bigger than the rest.
Otherwise, a 212+/EVO (€25-ish here) should get you up to 4.5GHz too.

Should be pretty good.
Anything I've listed is much cheaper and better than the Macho.
They should be pretty available too. (Except for the Tranquillo maybe)

The loudness of an cpu cooler isn't relevant for me.Only the power!
