I have many problem with this games.. I have this PC : Windows 7 64 Bits, last version of Dolphin, Processor: Inter ® Core i3 Cpu 540 @ 3.07 GHz, 4 GB ram, Video: Nvidia GeForce GT 220.. The game always work at 13-14-15 Fps

Why?
1- These games (and RE series in general) are very demanding
2- Your CPU isn't powerful enough. Overclock if you can
3- You should try Dolphin 3.0 the official release. Excellent for RE games
4- Btw in your profile you wrote Win7 x86 whereas here you wrote Win7 x64

I know people probably won't believe it, but with my specs I get 23-30 fps at all times, and the game is VERY playable, the mild slowdowns don't bother me at all.
The prob is that Direct 3D seems to be WAY more demanding for this game than OpenGL for this pre-rendered game.
Solution: Use the old version "R6858" with Open GL settings, no enhancements, use a resolution of 1280x720 + force 16:9 and select "Integral" for the scale. With my measly dual core processor and terrible radeon 4350 this game not only looks like it did on the gamecube (with some minor glitches at times), but has very playable fps.
With direct 3d I get like 10fps. So odd since direct3d is supposed to be faster in general, but it seems like the opposite for Dolphin.
Edit: I have EFB scaled copy checked, and also, using "Fractional" instead of integral may gain an fps or two as well. Disable fog as well and as always put copy to texture. This game will run reasonably well on a terrible computer, if it runs on my e5300 with radeon 4350 it should on drago_frisk's setup at 30fps solid at almost all times with at least 4x filtering and 16x AA at 1920x1080 provided that open GL is being used with r6858. It always depends on the game and the hardware.
For dolphin yes. Both of us were referring to openGL and d3d performance in general though. You simply can't say that d3d is inherently faster, because just like with dolphin it's very situational. It depends on the drivers, OS, hardware, and code being run. And there is no real way to prove that d3d is "faster in general". A few benchmarks have been done on this subject and most of them have shown that with properly optimized code and drivers openGL is usually just as fast.
"Properly optimized drivers" can be a big if though if you use windows or OS X. Linux performance is lighting fast in my experience though.

I thought this was true for radeon cards, tbh I don't know where I learned that from. Anyways, I just wanted to post my experience to point out that re:0 can sometimes be played with far crappier specs than people think. I was playing again yesterday and it usually gets 30 fps, the first train scene with 3 or 4 zombies in the one room make it drop to 26-27.
