_Super Mario Galaxy won't run full speed with LLE
_ATI 4870 is good but it's too old , i'm affraid no one gonna sell it to you unless it's second hand
So choose Either :
_ i5 2500k @ 4.4GHz+ Z68 mobo
or
_ i5 3450 @ 3.9GHz + Asrock Z77 mobo(Won't run SMG full speed with LLE but it should be somewhere 50-60FPS)
or
_i5 3570k @ 4.2GHz + Asrock Z77 mobo
For the GPU , you should get AMD 6850 , 6870 or Nvidia GTX 550Ti

I7 is out of the question unless you don't care about dolphin/gaming
I7 is used for heavy threaded application and I'm sure it won't be useful for you
