No it's not. He should be getting 60FPS. Check the
wiki.
Asking for his settings shouldn't even be done, it's something he should provide to begin with.
Well my Q6600 @ 3.2Ghz usually hovers around 48 fps in dolphin 3.0 and it's faster than his phenom II @ 3.2GHz so I'm basing it off of that. And I've played around with the settings a lot (including checking the .ini file for overrides) to try and get this game to run faster on my system.
