I uninstalled and reinstalled .NET, and 3dmark 11 is running now (although the FPS is horrible looking, probably somewhere between 18-20. The .NET thing might fix Dolphin too, I'll have to wait for the demo to finish in order to see.
That may be a bit high of a guess though, cause once it started showing FPS it was at 9 -_-
Haven't checked your settings since rpglord says they're fine.

I never hit 60C.

Do you have anything open in the background?
What virusscanner do you use?
Check out your process list in the task manager and see if your CPU is being utilized by something.
Do you still have this issue with a fresh boot?

That doesn't make any sense. Dolphin doesn't use the .Net framework at all. It must have been a coincidence.

Something is very wrong with your system. That sounds like a GPU issue to me. Make sure your drivers are up to date and check your GPU temps.
Great. I guess I'll look into it. The weird thing I noticed in Precision was that, even when the temps went over 70C in a stress test I was running the fans never left 30% speed. I'm away from home but when I get home ill check. I still can return it if that is the case.
You didn't mention which manufacturer made your GTX 550 TI.
EVGA. It was the only 550 Ti available at the store
It is also factory overclocked, which may have been the issue.
EVGA is a very reputable brand. If the card turns out to be defective and the store won't let you return it, they will.
