Hello, here's the specs of my old pc

OS: Windows 7 64-bit
Processor: AMD Phenom II x2 555 (3.2)
Memory: 8gb RAM
GPU: Integrated ATI Radeon 4200 HD

I only used this pc for research work but I would like to know if it can handle dolphin and some casual games.

Both your CPU and GPU are weak.

Not really suitable for Dolphin...

His cpu is ok, especially if he OC it. It's his GPU that will be giving him serious trouble.

Sure but you should choose AMD 6670 GDDR5 instead of 5570
