I would like to play these games at full speed or playable speeds. Is it possible?

Not sure about the pokemon games but for everything else, yes.
Pokemon XD is afaik a very demanding game which need an overlocked CPU.
For Xenoblade and Monster Hunter I would say not full speed.

Xenoblade PAL runs fullspeed on my Q6600 @ 3.2GHz and with the NTSC hack it never goes lower than 27 fps. And his CPU should be 50% faster than mine without turbo and up to 80% faster with turbo.

How about on mine?
35% faster at the absolute most. Probably around 25% faster.
