We have a list guys, just like we did with 3.0

Well PCSX2 1.0 was released today. Maybe Dolphin 4.0 will be released soon too. Anyway, I'd rather devs not rush anything just to slap 4.0 for a new official release.

Really, PCSX2 has reached version 1? I thought that was years away.

I would much rather the devs wait until they personally feel enough changes have been made to release 4.0. They have all the time in the world, there is no deadline to meet. Why release 4.0 just for the sake of it? What in the world would be the point in doing that? Just to say "we released 4.0." ? Lets not cater to some inpatient people.

Oh and if you guys could fix the GBA-GC link cable feature at least to the point to where it can work with Sonic Adventure 2 and Legend of Zelda Wind Waker before 4.0 is out, that would be great !

As NV said, look at etking's post, it links to the Google Code discussion of Dolphin 4.0. The numbering isn't arbitrary, as there have been a lot a changes since 3.0, and the developers are intent on wiping out regressions before an official release. They're not doing it just to do it; they obviously feel like the progress they've made warrants another point-release.

Nope. It is supposed to be a request for something I would like to see in 4.0 if at all possible. If I said, "This absolutely positively needs to be in the next major release of Dolphin and it needs to be added immediately. I really do not see why you have not gotten this to work yet.", then you would be correct.
