I'm getting between 15 and 17 fps in game and I did add dolphin to high performance with the Catalyst Control Center. Catalyst itself doesn't seem to let me change the card to use the AMD GPU when I create an application profile for Dolphin. Could it be a driver error? Using stock drivers, I should mention.
I am running it with the lowest possible visual settings and I am also getting blobs flashing in the background.

You should reach at least 20 (average so 15-25)

I'm kind of at a loss here. I actually used that page when I first started using dolphin. It seems as though the Catalyst Control Center itself isn't registering the AMD GPU at all.

Does it work with PC gaming ? If AMD switchable graphics work , you should be able to max out any PC game
Use GPUZ to check GPU % load when you're using Dolphin

I finally found out the problem!
Two things. Drivers needed updated and my Alienware M17x r4 has an FN key that says "I/D GFX" All I had to do was press it, update my drivers, and it started working amazingly well! 24/25 fps! Thank you all for so much help and sorry for the trouble.
