Because PCSX2 uses your 4 cores whereas Dolphin only appropriate 2 (eventually 3)
When I did run PCSX2 the temperatures were lower (~65C) compared to Dolphin (~75-80C).
That would depend on the games, builds, and settings used.

Keep in mind that Nvidia drivers do a lot of work... and the 3rd core can be tied up doing the operating system and video driver work.
I sometimes find the turbo can't run at 2-core speed because the OS and drivers are putting enough load on the non-Dolphin code..

No they don't. You can measure that quite easily.

Which doesn't account for very much load. Open task manager while dolphin is running if you don't believe me.

That's highly unlikely. Check lock threads to cores and if it's still doing it then it's a temperature issue.
