i5 760 @ 2.8GHz ? Forget it !
The Last Story require i5 2500k @ 4.5GHz or i5 3570k @ 4.2GHz to run full speed
Netplay / Multiplayer need even more CPU power . Afaik , Netplay only work on single core mode
For Example . i5 480M with New Super Mario Bros :
1 player : 60 FPS
2 players : 45 FPS
3 players : 30 FPS
4 players : 15-20 FPS

Dolphin's Netplay is basically for playing multiplayer games that you normally need another player with another controller sitting at the same TV if it were real GC/Wii hardware. Aside from emulating the Broadband Adapter, Dolphin doesn't do any networking stuff right now. There is a branch to connect to Nintendo's network, but it's a very involved process (read: undocumented) and it's not recommended for use at all right now.
