Seriously , turbo boost works perpectly without any software / driver . You don't have to install that software
You can use "Realtemp" to check your CPU clock speed . "Realtemp" also has "Clock modulation " feature
How is your laptop clocked at 2.93 then?
Turbo Boost is operating "naturally". You don't need to activate it
Using Turbo Boost doesn't guarantee you to get full speed. It can highly increase performance though

No. If my cpu is automatically adjusting to the appropriate speed, then there should be no problems. Skyward Sword should be full speed if turbo boost is working. Turbo Boost monitor shows it going passed 1.6 but it isn't making a difference. I've seen on the wiki older processors running SS at full speed, if my newer processor is going up to a similar speed the same should be true for me.

Sorry, that's wrong. It depends on the game, some are more demanding than others and therefore they need more CPU power, e.g. Super Mario Galaxy: i5-3570k @ 4.2GHz (if LLE is enabled)

I don't understand how older processors get skyward sword at fullspeed but mine does not. I do get full speed in buildings, not outside.

I don't know wtf you're talking about. A lot of places in SS require a sandy bridge cpu at around 2.8GHz to run at fullspeed. On a core 2 or phenom II cpu it's pretty much impossible to get fullspeed everywhere.
You have a nehalem cpu that will only reach 2.4GHz at the most in dual core mode. That's nowhere near fast enough even with turbo boost.
