My specs are:

Windows XP Home SP3
Pentium 4 HT
2.5GB RAM
ZOTAC Nvidia GeForce 9800GT
Foxconn 945 7MC series mobo.

I can get games to run fine, but they run to slowly. Is there a good enough 775-socket processor that would allow me to play GC/Wii games?
Well, you could spend your money on a Core 2 Quad or you could upgrade to Sockel 1155 and get a Sandy-Bridge i3, trust me, it's much better
If you can afford:

* Core i5-3570k + Z77 MoBo

That depends. Which games do you want to play?
Do know that these older sockets are rarely being sold anymore.

You should probably save up for an i5 Sandy Bridge or Ivy Bridge build.
maybe some sort of e8400 8500 8600

but save money and get i3 2100 i5 2500 3570
You forget the "k" after i5-2500 and i5-3570 Wink

I was thinking of getting a Core 2 Duo(Don't know if Quad is beneficial to Dolphin) or an E8600. I saw someone had almost the exact same specs as me, apart from he had a E8600. It seemed to work fine for him.

I'd also like a good enough processor for DayZ Smile
DayZ is a mod that uses the ARMA 2 engine.
This is a very CPU intensive engine, so I strongly suggest you get a modern, decent CPU.
A quadcore will be more beneficial here.

An i3 or i5 should do the job nicely.

Make sure you've got a decent GPU to back it up.
Get Sandy Bridge G860 instead of i3 2100 / E8600
H61 mobo will do if you don't want to upgrade later (otherwise get z68 mobo)
How does a Quad core effect Dolphin, as opposed to a Duo core?

What's a good Z68 mobo? Preferably one for around £80-100.
