preccesor:intel g620 2.60ghz
graphics:NVIDIA Geforce GTS 450

This Pentium CPU based on the Sandy Bridge architecture, right? Well, pls define "best settings". Do you want more speed? Do you want more accuracy? Which games do you want to play?

If you want more speed:

If you want more accuracy: Leave the default settings and use the latest git version of Dolphin (3.0-720)
Use Dolphin 3.0 for RE series. It works just fine
