A hyper 212 is a tad weak. It's a midrange cooler. It's not bad, but it could be a limitation if you really push it.

The Thermalright HR-02 Macho is pretty cheap too (about 30 Euros) and is a real CPU cooler beast. 4.4GHz are easily possible.

I can not stress this enough, Ivy Bridge needs decent cooling, a hyper 212 will only be sufficient for a ~4ish GHz overclock. Trust me I've learned the hard way. Invest in a Noctua NH-D14 or a Corsair h80/h100.
I've ran into problems at only 4.2GHz with the Hyper 212 EVO(85 degrees load) acceptable tho but I wanted more. Now I'm running a custo water loop set with a 240 as well as a 120 rad and I get ~70ish degrees on a 4.7GHz overclock so it's not a problem anymore.
The moral of the story here is if you want to unlock full potential on ivy bridge get something high end for the cooling.

I got a Zalman CNPS 9900 MAX, because, well, it's awesome. Pricey, but I'm running 4.7ghz on my 3570K at 70C under load. Not too shabby. It's one of the best air coolers on the market, and I highly recommend it, if you can pay the $65 for it.

hyper 212+ is ok for 4 - 4.5ghz on ivy, the case and ambient temps is important too
