TOSHIBA
3rd Gen Intel® CoreTM i7-3610QM processor - 2.3GHz ->Turbo Boost 3.3GHz
16 GB DDR3 RAM - 750 Hard Drive (5400 rpm)
Intel® Wireless Display - Intel® HD graphics 4000 up to 1GB Shared

SAMSUNG
2.3 GHz Intel Core i7-3610QM quad-core processor (3.3 GHz with Turbo Boost Technology; 6 MB L3 cache),750 GB hard disk drive (HDD) with 7200 RPM speed, 8 GB of installed DDR3 RAM (1600 MHz; maximum),NVIDIA GeForce GT 630M graphics with 1 GB of video RAM

Get the second one. The first has only the Intel HD Graphics GPU. The GT 630M should be able to handle 2xIR (720p -> HD)
The CPU is able to play this games very well, both should be playable. If you use LLE in SMG2, you'll experience many slowdowns.
The second one is better, due to it having an NVIDIA Card, and not just an Intel one. I'm sure someone else who knows more about laptops will provide more proof though (i'm a desktop man, myself).

EDIT: Ninja'd by DefenderX lol
Btw this processor is a good choice for a laptop
