Trust me I've had a bad experience using iGPU's even with the newer HD 4000s they
WILL bottleneck your CPU. Even when OC'd even when this that this.
Also i noticed the H67 Motherboard? for overclocking Z68/Z77 is required also, whats the point of not going with Ivy bridge?
If i were you I'd get a Z77 board (m-itx / matx) a 6770 for 3x IR, a 3570k and throw it in a small HTPC case. It should fit nice and well and a 300PSU should be sufficient. Also if you plan on overclocking u need a CPU cooler, unless you're going for watercooling, your CPU cooling solution will (mostly) exceed the width of your GPU. So a GPU would definetily fit my friend
First, get a real GPU. That will improve your performance a ton. Then you might want to consider getting a board that can overclock, like a z68/z77, so you can push really demanding games like mario galaxy.

i know nothing about over clocking, other than it can increase heat and shorten the life span of the pc.

No, the graphics output has nothing to do with the CPU.
The GeForce GTS 450 is enough FOR 180p (FullHD). And if you want to have FULLSPEED in nearly all games, overlock your CPU to 4.4 Ghz. Overclocking is not really dangerous for the CPU unless you adjust a Vcore higher than 1.4 Volt. Try to stay below 1.4V and use a good aftermarkte cpu cooler + thermal compound.
