No CPU on the planet can get full speed on COD- I assume you mean the most demanding one, or whatever.
Yes, the links LordVador posted are for the stable Dolphin release. 3.0-692 is a Git release, and has had a lot of changes added since 3.0. Dolphin 3.0 might give you a nice balance between speed and game compatibility, which is why I suggested it. Older revs tend to run faster on the same hardware, but older revs also have bugs and such that may have since been fixed. 3.0 is a good middleground here.
Im willing to take the higher game compatibility. My CPU is a beast so it will run most games at full speed. even my cpu struggles with pokemon battle revolution and I want to know if I can play it. Before ivy bridge-e comes out
Battle Revolution is a demanding game. You'll get speed drops EVEN with an overclocked CPU

3.0 will play P:BR just fine and it's very compatible with the game as far as I know. At least, it should be as compatible as the most recent revisions. I don't think you'll encounter any errors. Just try it. It might be faster than 3.0-692 and run without issues, only one way to find out

If not, you don't have to stick with 3.0 then.
But like LordVador said (and what I said earlier) sometimes it's just Dolphin. No matter the hardware, Dolphin can't currently get fullspeed all the time in some games.
But will 3.0 run it at full speed
Maybe you'll gain some FPS more, but i don't think, you'll reach fullspeed.
