And what makes you say that?
If it uses the same microarchitecture as a desktop its IPC should be the same.
desktop 95 watts for sandybridge laptop 35 watts of power draw, so unless intel give mobile users the same speeds as desktop users but fuck desktop users over with drawing more power for no reason, then it cant give the same amount of speed.
TDP != power draw (by which I assume you mean power consumption)
