As far as I know, dolphin makes good use of dual core processors. I doubt you would get a speed up by disabling it to a single core, even with a higher clock speed.
So help me out here then . As a general rule, what clock speeds should I look for in a new i5 and i7 (dual core or quad) that could handle dolphin at full speed? As in, what's the minimum with no OCing?

"Dolphin" is not the name of a game. If we were talking about PC games, you wouldn't say what PC do I need to play "PC". Name a game, they're all different.
I want to be able to handle all games at fullspeed with minimal, but understandable slowdowns (like Hyrule field or the Forsaken Fortress). What clock speed would I need to run Twilight Princess at full speed for almost all areas of the game?
You won't be able to play all games at full speed with any CPU. There is no hardware out at the moment that can play everything full speed all the time in all situations. You will be able to play most games at full speed with an i5-2500k overclocked to 4.6GHz. You'll need that processor and clock to play the most demanding games with certain settings, other games will fall somewhere in between and need a lesser CPU (depends on the game). Zelda TP would play well on a stock i5-2500k, but probably not in all areas.
I'd recommend posting a budget and whether you want a laptop, a pre-made desktop, or want to build your own desktop.
Bear in mind that you can get a $700 desktop which will do better than a $2000 laptop.

I'm well aware, but I need a laptop whether or not it can play dolphin. I'm also simply not in a position where I would use dolphin all that often if it were on a desktop. How would this laptop handle Paper Mario, Wind Waker, Twilight Princess, and Melee? (As well as what kind of graphical output can I expect?)

This games should be all playable, maybe fullspeed, except Twilight Princess.

TloZ:TP is a little bit more demanding. Anyway, it'll be playable though.
The games you mention should be playable, as stated above. As for the graphic output, I'm pretty sure it can play games @ 1080p, since the GPU ranks just a bit below mine.
