PAL or NTSC ?
I get 30-40FPS with Framelimit off . It drops to 20FPS when fighting many opponent + boss
I have PAL version , 25 FPS max with Framelimit on
CPU clock speed does matter , i guess
The area's in this game are very different from each other in terms of performance.
You'll have to mention where exactly you get 30FPS etc.
Colony 9 is a very light area, and I'm able to get over a hundred FPS there.

PAL version for me :
30 fps with Framelimit Off (but I can't maintain it). It drops to 20
20-25 max with FrameLimit activated
i can't maintain 30FPS with latest Dolphin

well for me i can't maintain 30fps i usually maintain 25-27fps and mine is NTSC by the way what version are you using admin89??

well after using Dolphin 3.0 i can maintain 28-30fps but when my laptop's temp increases it drops to 18 but goes back to 28
