There is so such thing as max setting on Dolphin
If you're talking about graphic , no GPU on earth can max out dolphin
NVIDIA GTX 560 TI : 4x Internal Resolution , no AA or 2x AA , 16x AF
i5 2500k @ 4.4Ghz for LLE backend (Check the wiki)
