Not sure what you're doing there, you refuse to post settings and my game looks great all the time. There is not much more I can do here.

If I toggle the circled option just after starting the game, it works.
I'm not sure what else to tell you, try updating your video card drivers or use another video card altogether and see if the results are the same.

I know you're out of ideas, but here's what it looks like if I toggle Disable EFB right after starting the game:
