That's not a good way to compare cards. Different GPUs have totally different architectures that are not even remotely comparable and nvidia/amd also count specs differently. There are just way too many intricacies that throw the numbers off. The best way to compare cards is via benchmarks.

That's not possible for a number of reasons:
1. Some games will perform poorly on any system
2. Hardware will continue to improve in unforeseen ways over the next few years
3. Emulators sometimes become more demanding over time.

Yes, it is. Not to compare in every way possible, but it will give him a clue as to how much bandwidth, fill rate, etc a card has over another, especially when comparing AMD to AMD. That's a good starting point and works at a glance.
