when ever i play a game i get these random fps drops. they last for a few seconds and then the game goes right back to full speed. absolutely nothing new or special can be on the screen and the fps just drops. its almost as if its trying to load something but it really should be. i've tried running on V-sync and disabling audio throttle but it doesn't really help. im using Lectrode's Dolphin Builds (Dolphin-3.0-[r7617]_x64_ICC_L102) since i get better performance with it but the same fps drop happens on the official dolphin 3.0

The settings are okay in my opinion. My question: Which games do you play?
mainly Monster Hunter Tri and Super Smash Bros. but this also happens on Windwaker and Pikmin too. the severeness and length of the spikes vary between the games (MH being having the most sever and long spikes, Smash Bros has shorter spikes.) but other than the spikes they run perfectly at max FPS. could there be something else causing this other than my hardware?
Yeah, i think, your CPU is a little bit too weak for this games. Overclocking would help you gaining some FPS more

i get good fps its the spikes that are the problem. are the spikes cause by my CPU?

First of, disable Cache Display Lists and OpenMP Texture Decoder.
How often does these spikes happen?
tuning those things off seem to have made the spikes a little less random. the spikes sometimes happens when i do some things like in monster hunt when i start attacking something i usually get a spike but then when i go to attack the next few monsters everything is at full speed. and sometimes in the middle of combat I'll get a spike. going form one side of a zone to the other can cause a spike too, and opening and menus. also when gathering, again sometimes doing these thing will cause a spike sometimes they won't. in smash bros it seems to happen mostly when some new thing is loaded in (new item, a stage location change, etc) or in bigger static stages when i go from one side of a stage to the other. also randomly in combat. in smash bros though it only lasts for 1-2 seconds, in monster hunter it lasts 4-7 seconds i'd say
so if my CPU is causing this will upgrading to
this make it run perfectly?
