Yes 99.99% of the times they're safe use.
Is Dolphin safe to use? Yes 99.99% of the times it's safe to use.
Why is it that it's not 100% safe, that's because it's up to you the end user and where you got it from.
Unsafe downloads = bad condoms
Safe downloads (meaning from official site) = great condoms and great time

With 1.6 and the stuff mentioned above games like Paper Mario, Star Wars - Shadows of the Empire, Yoshi's Story doesn't even flicker anymore.
All my 11 games is working beautifully really.
Project64 1.7 have been in alpha/beta stages forever and is not worth the time.
I have been waiting for it the last 5 or so years but I have given up hope.

Doesn't mean you'll find anything if you don't know what to look for though. Better than nothing. Anyway, like everyone else said, look before you download, and let you AV do some scanning if you're worried about any files you encounter on the net.

For me, it works pretty good for shit though, and that's all I care about. If it's not good enough for others, eh, too bad. :p
