I bought my system piece by piece (in my sig) and it cost me around $1300.
You certainly want a k series processor and for Dolphin and PCSX2 (I use both on a regular basis) go with the i5 2500K
Ivy Bridge can have overclocking issues (heat related) and they cost more Smile
I get no lag on any games I play...ever Smile
Err... you seem to misunderstand the ivy bridge heat issue. They get hotter at the same clocks, but a 4.1GHz 3570k = 4.4GHz 2500k, so the same clock speeds aren't necessary. Also, the price difference is negligible.

The best option is garteal's recommendation.
They also tolerate higher temperatures than sandy bridge cpus.
