yes, PAL = 50fps, NTSC = 60fps.
but of course it does rely on your specs as well..
pal = 25 fps.
try pre 3545 and you'll see it only needs 25 fps.

Thats just maximum fps for GC and TV. Dolphin will probably run both PAL and NTSC at same framerate on pc.
