i should wait for someone who actually knows what they're talking about to answer, but from what i understand a good CPU is more important for dolphin and the GPU can be replaced much more easily down the road if it needs to be.

have to choose one option for low budget occasion
For Dolphin definitively a good CPU with a "decent" GPU. But a GPU that won't bottleneck your CPU

Probably. Not only does ati afterburner not exist but if it did exist using it with an nvidia card wouldn't make any sense.
Remember when applying thermal paste to only apply a little bit ; just enough to cover the entire CPU, and make sure to spread it out nice and even. I made a mistake when I first built my PC, and I applied far too much.
when applying thermal paste, put a smaller than a pea drop on the die then let the cooler distribute it upon mating.
thanks for the advice, but i already got the computer finished up. i tried to use a small amount and ended up putting slightly too much on; i'd redo it but i seem to be getting good enough temps (and i'm very lazy). with the clock at 4.5 and max voltage at 1.37 the lowest idle temp i get is 22c, the absolute highest core temp gets to around 71 and it usually takes an hour in prime to break 70 and get that high.
this site had a good comparison of all the different application methods and the temp results for each, the small dot method works best:

my application was similar to the second or third dot, a fair glob, and i used the natural pressure of the heatsink to spread it.
