Do you have a trailing backslash at the end of the DXSDK_DIR variable?

Yes. I do have it for the value.

Shouldn't that say
$(DXSDK_DIR)Utilities\Bin\x64;$(ExecutablePath)
$(DXSDK_DIR)Include;$(IncludePath)
$(DXSDK_DIR)Lib\x64;$(LibraryPath)
edit: And one more thing: Did you actually install the DirectX SDK? Because normally the setup should set the environment variable.

Yes I have installed the SDK and it was a copy paste error, sorry. For some reason the $(..) didn't appear when posting. It is definitely there though.

Which dialog?
Right Click Dolphin (above DSP Tool) -> Properties -> Configuration Properties -> VC++ Directories
or other one:
Right Click My Computer -> Properties -> Advance system settings -> Environment Variables
