I should be able to get something working with a little help with this environment path problem. I thought I had set it (at least everything the instructions had suggested) but apparently not.
I hope you figure out the problem and finish your shader, that would be so awesome.
I will not have time until next Sunday to look at this again. It is frustrating that the official instructions do not solve the issue but I'll persevere if no one else can suggest a solution.
It's not THAT hard to google how to set up an environment variable in Windows. I'm on linux right now so I can't tell you (but then again, one would think SOMEONE on these forums would be capable to explain it, sigh.)

Assuming you are on Windows 7 (it's not much different anyway), you need to right-click My Computer and select Properties. From there, open "Advanced system settings". You will see a button that says "Environmental Variables". Under system variables, click New and type DXSDK_DIR as the name and type the correct path as the value. (ex. C:\Program Files (x86)\Microsoft DirectX SDK (June 2010)\ )
Oh, and just so you know: I just tried your shader and it has an effect for me, a scanline overlay, only that it disappears every couple seconds.

You are right, but it is not mentioned in the official guide and I believe someone has now stepped forward to help with this part. Thank you slmpika.

Set the environment path:
