There are some informations on the Google Code wiki. Also, most of the devs hang out on IRC (#dolphin-emu @ EFNet), this is a great place to ask your questions if you have some.

The best way to get involved is to find something you want to do, or a bug you want to fix, and work on it. You can also look at the bugs in the Google Code issue tracker (maybe the Mac-only ones to start?) to get ideas
