Yes he can, $60 is plenty for a good headset.
I'd recommend the Creative Sound Blaster Tactic 3D Alpha (USB) which you can get for $60.

I have a Creative Fatal1ty Gaming Headset, which is a little cheaper, but is still very good. So get whichever you want.
Those fall into the "decent" category. Not good.

In that price range you're going to have to settle for "decent". I'm not very familiar with low/medium end audio hardware. I mainly deal with stuff in the $70+ range for headphones, $130+ for audio cards, and $180+ for speakers. I also don't use headsets since standalone mics/headphones are usually better (although more expensive). I'm afraid you'll need to do your own research and/or rely on the opinions of others (including garteal).

$70 for studio headphones...? give me a link
$130 for studio interfaces? give me a link (wait audio 2 dj is in that price range if i remember correclty)
$180 for studio monitors? give me a link

why not recommending a new flat for the tv? and a boat for traveling to work

sure you need studio recording qualitiy for skyping or why standalone mics?
