As I understand it, LLE is already working pretty much as well as it can be... It's when something else (CPU, GPU) slows the emulation that it sounds stuttery. Is that correct?

LLE needs exactly 100% game speed to work properly. If the game speed is something about 90%, the sound will stutter. And we all know, that the CPU is the most important part of Dolphin - So yes, when your CPU is not strong enough, don't try LLE

That is correct. Your CPU has to be powerful enough to get LLE working correctly

I know this is vague question and depends on game and setup, but roughly how powerful a cpu are we talking?

Well, some games needs really an overclocked Core i5-2500k/i5-3750k to run @ fullspeed with LLE.
AMD CPUs haven't got a chance with LLE, but maybe in the not so demanding games. I'm not an AMD expert, so if i'm wrong, pls correct me

That's good news. I don't have the money to upgrade my CPU yet, but overclocking I can do

I can use LLE in "light" games (depending on the game I can even do it without "on thread"

As it's a 2500k if you take it to 4.4GHz it will run anything which can be run at fullspeed at fullspeed. Keep it at 4GHz and it should LLE most things, but demanding games like SMG won't run well.
There's no need to upgrade, and there probably won't be for a while.
