Call of Duty Finest Hour : one of the most demanding GC games
Call of Duty 2 is unplayable because you have to use interpreter mode
LN2 cooled ivy bridge could get that to do something at least. So stick a bucket on your CPU, and pour Liquid nitrogen with one hand, while playing the game with your second and third hand. Yep, unplayable.

It does use your other cores but not at 100%. My 8 cores cpu is used at about 60% total cpu usage when running Dolphin, the OpenMP Texture Decoder option seems to help tho (Graphics -> Hacks - > Other).

Dolphin has a number of other minor threads, e.g. one for input, but I forget what most of them were. OpenMP Texture decoder should open up more threads, but they won't be major threads with a significant impact on performance like the CPU, GPU, and DSP threads. Those three determine a lot of Dolphin's speed, hence why I call them major threads. Also note, I never said Dolphin couldn't use more than three cores, only that it designates at most three major threads. :p

A lot of people report small to negligible performance increases with OpenMP. I've seen it use the forth core on my system, anywhere from 15~60%. But I can turn it off without suffering a decrease in speed or noticeable change in the load on the other cores , so I dunno what it's doing eating up those cycles.

Please show this to us. Because without other applications running in the background this is impossible.
