I don't think you can actually buy a dual core CPU which can keep up with them, even at stock speeds.
Also MSAA may not be broken, but I read somewhere it was. Maybe that source got the implementations muddled.

4 cores, 8 cores, 16 cores, it won't matter to Dolphin. IIRC, it will use at most 3 major threads for emulating the CPU, GPU, and DSP when using LLE and LLE on Thread is enabled. Otherwise, it's just a dual-core application with 2 major threads for emulating the CPU and GPU (though I dunno how Dolphin's threading handles DSP HLE in this case :p, haven't looked into it yet). There is OpenMP texture decoding, which using multiple cores, but many users have not observed a noticeably significant speed up with it turned on.
The correct answer to the OPs question: There is no such thing as a set of maximum system requirements for dolphin. No matter how good your specs are there will always be some games that run slow, especially with the most accurate/highest quality settings.

If i remember correctly , a Gamecube game which i forgot the name need 10Ghz CPU (Sandy Bridge)

You should stay away from Bulldozer Fx-xxxx . It's much slower than Phenom II
get some i5 2500k at>4.0
4xir actually looks amazing, you don“t need msaa

If I'm remembering this right I think it was a Call of Duty game that needed these sick computer specs.
