Processor AMD Phenom™ 9100e Quad-Core Processor, 1800 Mhz, 4 Core(s), 4 Logical Processor(s)

Installed Physical Memory (RAM) 4.00 GB

ATI Radeon HD 5570

I have been messing with settings for a while and cant quite get 100% game speed and fps is jumpy but once in gameplay it tends to stay around 20 - 40 fps ( mainly 30 though)

Short answer, no, Phenom (I) is too slow.
