MSAA (multisampling AA) is not the same thing as SSAA (supersampling AA)
SSAA is available only when using the D3D9 backend.
D3D11 and OGL backends in Dolphin use a different type of AA (MSAA).
For 4xSSAA @ 3x or 4x IR you need a very powerful GPU. This setting is too much for the 7700 series (not enough memory bandwidth).
But MSAA @ 2x is much easier on the GPU and for some reason at high IR settings it's more effective at reducing aliasing than even SSAA.

We all know that. However I believe you are grossly underestimating the performance hit of MSAA in dolphin. Both MSAA and SSAA increase demand on vram bandwidth a lot in dolphin. Please check to see what kind of performance you get with 4x IR and MSAA off.
I'm still willing to bet it's a driver issue based on what we know so far.

Well 4x SSAA is broken right now (technically they're both broken, but with 4xSSAA it's more noticeable). You certainly can't get the image quality of 4x IR + 9xSSAA from MSAA.

Me too. But then again, this basically holds true for any performance "issue".
It's not like Dolphin has any code in it that would slow down newer GPUs on purpose

The more 'broken' 4xSSAA works great at
lower IR settings (especially at 1xIR). Much better IQ than the highest possible (24x) MSAA setting.
(IQ at 1xIR w/ 4xSSAA is almost the same as 2xIR)

Good news: they finally fixed the anisotropic filtering bug
That's because all it does is raise the internal resolution. 1x IR + 4xSSAA has the same effect as using 2x IR + no SSAA.
However once your internal resolution passes your screen resolution there is very little to be gained from raising it further in terms of reducing aliasing.

@s0nicxo: How does anything you just said relate to this thread? Just because AMD doesn't care about emulators doesn't mean that their GPUs are bound to suck with them. Emulators aren't anything special to a GPU driver, it's just another D3D/OpenGL application.
Actually neobrain, it frigging does mean they are bound to suck with them.
When reported that the catalyst drivers broke Petes opengl plugins (and another of other opengl plugins for emulators) the response was "Oh too bad, come back and report it if it happens in a PC game)
