I think you should thoroughly test that card in DX11 games and compare that perfomance with your old card.
Maybe new radeon is defective. It happens,it happened to me once. Just rma'd it and everything was fine
lol, you know 7750 is = 4850 8800gt 250
so adding msaa is way too much even for gtx460 or 6850, just do 3x IR without msaa
maybe drivers
or maybe your cpu? what cpu is it?

First post updated with even more tests.
D3D11 performance is the same even with the latest [unofficial] alpha drivers (8.97).
Alpha drivers are buggy as **** (as expected). These drivers force the monitor to run at 1280x800 when 1280x720 is selected and go 'Out of Range' at 1920x1080. (LOL)
Time to uninstall this crap.
