Are you sure the problem doesn't come from your CPU instead?
As the @Op stated "this issue only appears when you use direct3D11 backend , Direct3D9 works fine"

It states my processor is in the second category, not as great as an i5 or an i7, but surely it's fast enough to at least run the lowest settings at 60fps?

You can see here as well the processor is listed in the same category as some as the Core i3. I know it's more budget oriented than a core i5 but it's still supposed to be pretty good power.

Do not trust that thread . Indeed , your CPU is a bit faster than mine in Dolphin but it still not have enough power to Melee full speed with multiplayer
You will need a Pentium Ivy Bridge G2120 for Melee - Single Player and i5 3570k (must overclock) for multiplayer (Real person . CPU players do not count)
I still have some slowdown (60 -> 45FPS) in single player mode

Low or high graphic settings base on your graphic card power . 7750 is capable of running games at 3x Internal Res (most games) or 4xIR - 2560x2112 (some light-weight games)
If you have CPU bottleneck , lower your graphic settings won't help
You can try older version of Dolphin such as Dolphin 3.0 , Dolphin 3.5 stable version (without any number behind) , it may give you huge speedup over latest Dolphin
Set Framelimit = 60 and tick "limit by FPS" also help (you must disable audio throttle & Vsync)

I'll try installing 3.5. I've been running in DX9, because DX11 is unplayable even in the slightest. Like literally 5 to 10 fps. Part of the reason I feel there's a pretty big problem with the Video Card is that playing even in DX9, if I bump my resolution even to 1.5 it slows down significantly. When I shrink the window size down to it's smallest size with 1 IR, I get full speed. Times that it really slows down in say Melee, is after beating the hand when the explosions go off in the background. Now I know the Processor does a lot of work in emulation but during the explosion I'm not even using 100% of my processor, but I'm getting a slowdown.

Moreover I'm persuaded your CPU is a bit weak for Dolphin. Good performance yes but not full-speed.
Of course it depends on the games. If they're demanding or less demanding. And SSBM is not really demanding. Which other games have you been trying to play?
I've tried running twilight princess as well. It seems to only need about 30fps, but I only get 30fps at the title video. Once in the game it drops to about 15. Those are the only Gamecube games I've got here, have to drive across town and grab some more to test.

Zelda TP is much more demanding. You can't expect more than 20fps with your CPU (you're right it's a 30fps game)

Somehow.. I've managed to get twilight princess to run at 27-32 constantly by changing my graphics settings to dx9 efb copies to ram.. texture cache to safe.. renabling per pixel depth and changing my sound to dsp lle and limiting fps by audio.. which all seems to say it should now run slower?
