So bottomline is, that if I buy a 7950 and use D3D9 I should have a pretty great performance step from the sucky Intel HD3000 I have now?

Btw, have anybody tested with the 12.10 drivers? Does it make the performance better?
I'm running the beta 12.11 drivers, it doesn't fix the issue with DX11. But yes you're going to get a massive performance bump over integrated graphics.
The only issue i got is when i use fraps lol
I know this is am old thread but I'd like to point out that my 7970 doesn't suffer from performance issues with dx11 (Catalyst drivers 13.2 beta) I get pretty much the same fps with both d3d9 and d3d11. Hopefully this will assuage any fears prospective 7000 series buyers will have.
This issue may have been fixed by either a new Dolphin or driver version. Not sure which one but i'm running Dolphin official release 3.5 along with AMD's 13.1 (stable) drivers with a Radeon 7750. I've tested several games. I reported previously that I was experiencing the same issues others were reporting with the DX11 backend, games not performing as fast as they are in DX9. Now the problem doesn't seem to be present. I get about the same speed with both DX9 and DX11 now.

Good news, so far so good. I'm not going to go back through old Dolphin versions and AMD drivers to see what exactly fixed the problem, but it seems to have fixed itself somehow.
Now I get horrible speed (due to idle clocks) in (some games) DX11 with my 5830 :o (Catalyst drivers 13.1)

Edit: ignore this
What fixed it?
Maxing out the graphics XD
So I guess that the issue is still there then. You should be able to force it to run at normal clock rates even under low load.
Again I haven't been experiencing any issues anymore, using a Radeon 7750 with stable 13.1 drivers and official Dolphin 3.5. Both DX9 and DX11 backends run pretty much identically well. I don't have to max the graphics out either. Tried several games at both 1x native resolution as well as 3x (some games still maintain their speed even at 4x for me). I even turned off the framerate limit to better compare things and all seems well so far. The GPU clock speeds reported by the Catalyst Control Center rise as they should when using Dolphin (no matter whether i'm running native or much higher internal resolution).

I'll try downgrading the drivers back to an earlier version and see whether Dolphin has trouble with DX11 then. That should give an idea whether it was a driver or Dolphin issue. If it isn't the driver that fixed it, i'm not going to go through various older Dolphin versions to see which one corrected the problem. But it'll at least narrow the issue down somewhat to something Dolphin related.

We'll see, i'll report back on my findings soon.

EDIT- Well i'm stumped as hell. Downgraded the drivers to 12.11 beta and got assy performance in DX11 and good performance in DX9. On the DKC title screen the TC is referring to, about a max of 63fps or so in DX9 while about 54fps max in DX11. Upgrading to 13.1 again seems to have killed my previous DX11 improvement (unless i'm crazy and there really wasn't one) as well as makes DX9's performance worse compared to 12.11. I get again about 54fps max in DX11 but only marginally better with DX9 at about 57fps or so.

I'm going to do a clean sweep of my drivers if I can, and install completely fresh. Try to remove as much of a trace of them as possible and reinstall 13.1 again to see whether I can eliminate any potential conflicts with older or newer ones. Back again later. Jesus this is some weird ****...
