You have 4 hardware threads/logical cores. Dolphin uses 2. As a result 60% usage is perfectly normal. It's as simple as that.

Just a word of advice, if you do overclock, you're pushing your PSU to its limits.
Therefore you should invest in a new PSU with atleast 400Watts.

Yeah 350 isn't going to cut it, I have a 650, but that's mostly because I got a good deal

it destroys the airflow to other components like RAM, Northbridge, HDD, other ...
