just tried this revision with Resident Evil Remake on Wii, and the sound seems to stutter somewhat in cut scenes (prerendered)

Can you post your settings pls? (screenshots)

Uncheck "V-Sync" and try a sample rate of 32.000 Hz. And try Framelimit "Audio". (also known as Audio Throttle)

btw: Pls post the graphics -> hacks tab

You should be more specific. Which exact Resident Evil game?
The one in Resident Evil Archives, or the standalone?
More importantly, read the updated rules and put your specs in your profile and/or sig.

/O3 and /favor are incompatible. I feel like I've already
said this, but I'm too tired to verify that or look up exactly
where if I did.

/O3 is a ICC optimization. VS ignores it.
/favor is a VS optimization. ICC ignores it.

Just letting you know.

Seems to give me a slight performance in fps but my audio is still loosing sync with the in game cutseens and prerenderd cutseens still have stutter.

Try another audio backend and/or set Framelimit to Audio.
