Anything above 75C or 80C (depend on CPU model) when running dolphin is considered as overheating
When your CPU is overheating , your CPU is underclocked
For example :
My i5 base clock : 2.67Ghz
Turbo boost when running dolphin : 2.93Ghz on 2 cores (Not overheat)
CPU overheating : 1.3Ghz -> Cause slowdown immediately

Just to put this out there and you did qualify it when you mentioned that it depends on the CPU, but I'm able to overclock and run over 83c with no issues or slowdowns.
That temp is not safe for long-term use, it will kill the motherboard and the GPU (Google "Laptop GPU reballing") sooner or later . Have you replaced the stock thermal compound yet ?
The CPU gets 83c normally during PC gaming at full screen even without any overclock. How unsafe can it be when that's the normal running temp?
Some more games running really well.

I cant get dolphin to recognize my 6650m in the graphics pulldown it only shows my 6520g
That doesn't matter. It never shows that GPU, it just uses it with DX9 automatically. Read my PM again about how to find your best IR.

No.

The discrete card (HD6650) gets used when Dolphin or other graphic intensive programs are used. I wouldn't be able to use 2.5 IR with the HD6520G.

I got a Llano Laptop a few months ago it's awesome.

But this is false. The dedicated graphics card is only in DX11 and DX10 enabled, in DX9 games like Dolphin, the laptop will only use the 6520g. 6520G is a very good IGP.

Anyway, this is a unfixed bug. If we choose high-performance in Catalyst the GPU have to work in DX9 games. But it doesn't. Llano users should call AMD and HP.

Overclocking with this laptop works like a charm. I can reach 2.7 GHz (1.25V) and more stable. So with ProbookFanControl I turn the fan on 100% Max Temp= 79 AVG=76,5. All games working without stuttering and almost the whole time at 95-100% speed.

Of course in IR 2.5.
Which drivers are you using? I don't think the HD6520G is able to run games at 2.5xIR with no speed loss. Also, post some before and after shots (overclocked and stock) with the fps uncapped, I'd be interested in seeing those.
Catalyst 12.4 ( I've tried more drivers)

And yes, it is able. The 6520G is not a crappy IGP like HD 3000. Here we go: 1.4 GHz and 2.7.
