His CPU running at that speed complies with what I said about the multiplier being too low. He should be able to set it back to the default for the processor, but if it turns out that it was done by his laptop manufacturer deliberately then it may mean that his motherboard or fan isn't good enough to run it at the proper speed.

could you give a proof of your suggestion...
i never heard of an manufacturer which sets the multiplier below intels standard specifications..
his notebook is just running in battery mode...

yea it was battery mode but we changed it to high performance and nothing happened at all....

I agree that acer probably aren't going to be doing that, but it isn't unknown for unbranded or fake goods to have underclocked processors. I can't think of any reason it would be put that low, though.

Just check that there is absolutely no change, and then interrogate him about meddling with the bios if it is truly identical.
