hey guys i have come across a glitch in paper mario i have a screen shot of it in the orignal dolphin 3.0 so can anyone help here is the screen shot

Looks like a glitch with the textures, like the the RGBA values were incorrectly decoded, or something like that. Post your settings; click the Graphics button and look under the General, Enhancements, and Hacks tabs. Also, check the Paper Mario: TTYD Dolphin wiki entry for notes on errors and optimal settings.
