Your CPU is the most important component. GPU helps, but it's mainly used for eyecandy.

Yes it does. Just get a dedicated GPU. They're not that expensive. Check out the thread in my sig on GPU's.

Coz I got an Intel Celeron 420@1.6GHz. It is fairly slow in running games.
My budget is only 3,000 Philippine Pesos (About 60 US Dollars).

If I got more cash I'd probably buy a Core2Quad processor but I ain't got it.
