In attachments there are my Settings

could it be that some programm is starting in the background?
look into the task-manager while slowdown occurs?

Those temps seem fine.
Your CPU just isn't fast enough to keep fullspeed in Skyward Sword.
You probably get the 30FPS in 'simple' environments whereas it drops when you reach complex environments.
One way to verify this is to stand still where you get 30FPS and leave your PC on for 30-45 mins or so.
Have RealTemp running aswell so that we can see what your temperatures are.
