Win 7 64bit
AMD Dual core 64x2 5200+ 2.7ghz
Ram 4gb
VGA HD4650 ddr3
I can play Tales of Symphonia and DBZ budokai tenkaichi 3 with high fps??

Oh really!? Then how come my games play 80%-90%? And my specs seem lower than his!

Right-click the game inside dolphin - select properties - enable vbeam
Try Dolphin r5186 (RC) or r6505 or Dolphin 3.0

You must be playing some very undemanding games. Most games will run very very poorly on a 2GHz turion64 x2.
